I used to work for a company called EDI Inc. about 15 years ago. Back when VAN to VAN interconnects were still brand new. TA1s were used a "mailbag receipts". When one VAN dropped off 500 ISA's in one transmission, the receiving VAN would submit TA1s to confirm receipt.

TA1 fields 1, 2, and 3 are used to identify the original interchange whose status is being reported." So, it's really not intended that the VAN return a TA1, but the ultimate receiver as identified in the ISA.
