customer hasn't really said anything is wrong but I don't want to wait until 
they do and we get large chargebacks...

The proof in the pudding is what your customer considers to be correct.
Your description sounds right to me.  As I understand tare, it is the
shipping material that is not part of the product being invoiced - i.e.
totes, pallets, trailers, etc. and is usually declared to account for the
difference between gross and net weight and volume.

I am asking the veterans of the group for advise on ASN's. 

I am working on an Standard Carton ASN map for a customer and wondering
about the Tare level HL.  

Correct me if I am wrong, but the Tare HL should only be used if I ship a
full/partial pallet of a single product. True?  Our warehouse has the
ability to designate the product as a pallet (1) or case(0).  This will show
up as the 3rd digit in the SSCC18.  

I have my mapping conditioned to create the Tare HL and segments if the 3rd
digit of the SSCC18 = 1(pallet).  If the 3rd digit of the SSCC18 = 0 (case)
to skip the Tare and create the Item and Pack.  This is working and the HL
segments are accumulating as they should with the parent and child
relationships.

But I am wondering this is correct?
