I would say that the only 'good' place is in the updated specs for each TP.

You would have to be connected to the X12 committee, or get their pubs to see 
what the overall changes are.

WalMart has a list of changes between 4030 & 5010 on page 119 of their 850 spec 
(as do most TPs who publish updates):

NOTE: This change summary is included as a checklist only, to help ensure that 
all changes have been accounted for. It is not to be used as a complete 
implementation reference, as it does not include all of the necessary 
information.
