In my experience (seven different companies), it is usually deetermined by size.
Smaller companies often have the initial set-up & mapping performed by the 
vendor and/or consultant(s), with the day-to-day then done by the business 
(Accounting, Order Mgt, Shipping, etc,)
Larger companies usually centralize the function in IT
