The radius that EDI function covers is a little more encompassing than 
some other 'IT' functions.  I've seen EDI structured under the IT and 
business side, even under the sales organization at one company.  
Sometimes it's a challenge when EDI is orged under the business side and 
there are no people who speak EDI in IT and they just treat the EDI 
translator as another app running on their systems. 
Typically vendor side EDI is started for one particular customer for one 
particular purpose, so in some companies within the IT org EDI is under 
a specific application let's say Billing for example, but as time goes 
on whenever a EDI request comes along people say oh yeah we have an EDI 
system let's do it over there, and before you know it within the 
'Billing' group you have an whole EDI subgroup supporting non billing 
functions with EDI.  At some point hopefully somebody realizes those 
aren't organized correctly under the Billing group and are split out to 
a seperate EDI group.
The other branching going on at companies is the EDI vs Ecommerce 
functionality.  There usually is an existing 'legacy' EDI group.  Well 
on comes the Ecommerce requirements that are sent to the Web group.  
Well then you have two seperate groups dealing with customer 
interfaces.  Sometimes EDI and Ecommerce is combined sometimes it isn't.
I feel the most important issue with all this is how you present 
yourself to your customer.  You should have one face and one point of 
contact for your customer be it EDI or Ecommrce or Flat file.  You 
should have one consolidated data pool presented to your customer also,  
no matter what division within your company it comes from sales, 
billing, etc.
