Yes, I could, but I don't have the time today to give anything more than
a brief answer. My assessment is that you are at a place in your project
where I would advise you to procure and master at least the relevant
foundation standards documents such as X12.5 and X12.6, and not ask
people on this list to educate you about basics of X12 syntax. That
said, if you don't want to procure those documents I would direct you to
the ISO 9735 EDIFACT V4 syntax documents, which I believe are publicly
available. The concepts of repeating data elements and repetition
separator are the same in both the EDIFACT and X12 syntaxes.

Forgive me for being a bit unsympathetic about having to purchase the
X12 standards, but I'm sure that the time you are investing in this
project far outweighs any additional cost you might incur in purchasing
the requisite standards documentation.

It means that in X12 004020 and later (and EDIFACT messages using the V4
syntax) EDI software should be able to create and process repeating data
elements. However, I know of some widely used commercially available
translators (which I shall not name) which do not do support this, so
you wouldn't be in bad company if you decided it wasn't worth the extra
effort for a V1 product.
