it's required.

longer answer:  in a composite element, it serves as the delimiter.  for an 
example, look at 
at the composite UOM fields in 4010 and above (for example, in the CTP within 
the PO1 loop.)

real world:  ISA is fixed length, and (by rule) the separator character can't 
be a blank space.  ya gotta
fill it in.  and it can't be the same as the delimiter, because you'd drive 
most translators nuts.
