I'm not sure what you're asking. For both TLE and UNIX I believe the time functions are derived from the operating system time. So, if your OS has the latest relevant patches, TLE should correctly determine standard or daylight time at runtime.
However, if you're asking whether or not it will correctly determine standard or daylight time for some date in the future or past for a time calculation, that I don't know.
