What I meant to ask is whether TLE can be made aware if, for example, that today, the time it sees is a standard time and that after Nov. 4 it will know the time it sees is daylight savings time. It's which kind of time, not the numeric value of the time that I'm wondering about.

For both TLE and UNIX I believe the time functions are derived from the operating system time. So, if your OS has the latest relevant patches, TLE should correctly determine standard or daylight time at runtime.
