You do exactly what your trading partner tells you to do. If the cases are broken down at receipt for routing and cross-dock, then each carton needs a label. Each pallet also needs a label for receiving purposes. Let's say you were shipping pallets of paper to Staples, and an entire pallet was destined for a store. You would wrap and label each pallet and you would not have to label each carton. If you were sending 60 pallets (i.e. a trailer) of mixed merchandise to Wal-Mart's DC to be broken down for store distro, you might wrap the pallets but label each box - and each box would get scanned when the pallet is broken down. If the entire pallet is cross-docked, then (maybe) the pallet gets scanned and the pallet does not get broken down. Every one is different - ask your partner for their requirements.
