Although I normally agree with Leah, on this I have to disagree.. About the only way you really have leeway with negotiations on maintenance fees is if you are making a volume purchase on a large number of application seats or connect licenses. But usually the small company doesn't have that option, at which time maintenance fees general run about 20%/year of software purchase.
