about obtaining "Official Implementation Guides"  and a response I had given 
on 9/28/10:

Because I think it important, I am posting my reply on the list as well for 
others who may find themselves in a similar position:

While the standards information you will get from DISA will tell you the 
valid, required and optional segments, elements and loops, and valid 
quaifiers and what those qualifiers mean  for any transaction set, they will 
tell next to nothing about *how* these segments, elements, loops and 
qualifiers are actually USED in Real Life.

That is, they will not tell you which segments, elements and loops are 
"conventionally" used to send *application* data such as "ship to address", 
"date wanted", "part number"  etc etc etc.

The standards themselves are probably invaluable for developing an editor or 
possibly for developing your own implementations, but if you want to see how 
these items are actually used in business transactions, you really cannot 
beat downloading existing implementation guides and "cut and paste and 
modify as needed."

Developing an implementation "from scratch"  starting with the 'raw 
standards'  is not part of any "EDI 101"  curriculum.  To do it right, you 
need both ANSI X12 expertise AND - more importantly! - APPLICATION 
expertise.   Success by "newbies"  will be quite rare.

Then again, if you do have all this money to throw around, you can contact 
my office and I'll think of something I can do for you to relieve that 
burning sensation in your pocket.
