I concur with Samantha, with the caveat that Inovis used to (not sure if they 
still do after the GXS merger) reject duplicate control numbers sent by their 
customers, I think this was based on sender/receiver/control number, not 
including document type, but it also had to be relatively close in time, I 
think.  Your best bet on VAN practices is to contact the VAN you're using to 
send data and ask them their policy and exceptions.  Some would consider this a 
"value" as in Value Added Network.

I don't believe VAN's will reject any document as long as its well formed.  
Duplicates are between you and your partner.  

In my opinion best practice is that the control number on the outer envelope 
always be unique regardless of the documents contained therein.  However many, 
many organizations use one envelope instance per document type which will 
necessarily lead to a duplicate eventually if you send more than one document 
type.  It's done...however I consider it bad form and I won't do it.
