Mukesh, The answer is yes and no. You do need to have a company prefix that is assigned by a GS1 organization, however once you have a prefix, you can register with any GDSN Datapool to access the GTIN information.
GS1 Certified Data Pools are interoperable and are able to access data from any other certified data pool including GS1 organization managed data pools.
