I would recommend giving GXS support a call. There are several questions here, the first of which is licensing. All of the software is sold by license and obviously since you are looking to do more than just make a copy of the data, you need to make sure you are in compliance with the licensing agreement for your specific business arrangement with GXS.
You may also want to check into using virtual services, (i.e. VMware) to actually implement your test environment. This may also allow you to share your test needs for EDI with other IT needs throughout the company (i.e. backup or test SQL server, backup or test accounting system, etc.). Other than that, I'll relinquish the floor to those who may have more experience with this area. But ultimately you should make a call to GXS support, regardless of what feedback you get here.
