Although the GLN you get if you fabricate one according to the rules from the UPC code will probably be the same as if it was 'officially' assigned you should be sure that it is centrally registered. Check with the relevant GS1 organisation. It may well be that your client already has a GLN, since UPC morphed into GS1; they just do not know it.
