Darrell, You can search the archives for lots of suggestions. I think if Edifecs is out of your budget, others will be as well. There's always Word and Excel. However, if you're in the business of frequently creating implementation guides, none of these tools should be cost prohibitive. All of them will save more time than they cost.
Not sure what you mean by "use to review X12 standards", though.
