Is this FTPS over explicit TLS or FTPS over implicit TLS? There is a major difference in the two flavors.
Also, another blocking point that we found early on was the version of software in our company's firewall. It could not handle FTPS in Implicit mode because it could not see the packets passing through because they were encrpted, so it blocked the connection. We got the same type of error message you are getting until we got a patch for the firewall installed. Just some suggestions..
