Phil,

There are a *lot* of questions that would go into formulating a useful
response.  Here are some of the larger considerations.

   - If the TP is paying *you*, then you get to do what they tell you to
   do.  "Sorry for the expense, but if you want our business, get on board."
   - Building a VAN is way way over-the-top for a single partner solution.
   - Don't underestimate the fact that if you create a VAN, you have pushed
   your organization into another, completely different, business model.  You
   are now a VAN with all that entails.  Most organizations prefer to stay
   closer to their mission statement and wont take that on.
   - Even if you did create a VAN, your partner is unlikely to agree to use
   it.  If everyone created their own VAN, then everyone is just
   direct-connecting to everyone - eliminating the consolidation value that
   VANs provide.
   - Finally, you can always start with your partner's VAN in order to get
   the business (or make them happy, or whatever), and continue to look at
   other options down the road.  Frankly, to get started, using a VAN is a
   pretty good way to go.  Then, if volume really ramps up, you can work
   towards moving your highest volume clients into other options.
