Sergey, I hear and feel you to the bottom of my heart. I just maintain that, in my opinion, X12 has been created so to enable as well as to ease the EDI relationships between the two trading partners. Things in X12 are the way they are to let partners to rely on certain things by default. But then, if necessary, they can use/change things to their advantage to make it work, which is, in the end of the day, all what matters.
On the second count, in any relationship, including EDI, it's often that one partner is disagreeing with the other.
