I had been told almost 20 years ago that it was called a Mail Bag wrapper, 
historically used by the vans back in the day when transactions at the van 
level were also bundled and then sent. That said I'm starting to wonder if that 
description is correct, because as it was explained to me the structure should 
go BG.ISA.GS.ST...SE.GE.IEA.ISA.GS.ST...SE.GE.IEA.EG.
