Nope. That is not correct. Mailbag standards are something else. A long time ago there were a number of competing standards. I *think* that this was for the grocery industry UCS or UCS/WINS. There was also an ICS header that I think ended with an ICA. X12 won out over time and they slowly migrated these standards into X12 in the earlier versions of X12, somewhere around Version 2003.
Perhaps the bigger question is, why you care?
