If anyone wants a definitive description of the new "annual fee"
licensing terms for X12 products I suggest they contact DISA. Here's my
personal understanding: The annual fee is due if the purchaser continues
to use the purchased 006050 version of the standard, regardless of
whether or not the purchaser uses the downloaded file, table data, or
the other media on which the standard was purchased. For example, if you
purchased version 006050 via download, modified your EDI system to
support it (load configuration or validation tables, create maps, etc.),
then deleted the downloaded file and destroyed any backups, you would
still owe the annual fee so long as you continued to use 006050.
OTOH, if you never purchase 006050 and instead use it as provided by
your translator vendor, from an industry implementation guide, or from
an implementation guide provided by a trading partner, you do not have
to pay the annual fee.
FWIW - DISA is responsible for the pricing of the ASC X12 standards,
though X12, Inc. owns the copyright. DISA has traditionally consulted
with the X12 Steering Committee in regard to pricing. In considering a
recommendation to DISA regarding this pricing model some of us on the
Steering Committee were opposed to it. We had numerous reasons for this.
I think it inappropriate on edi-l to argue the case again, but I will
say that one of the primary reasons we were opposed was that we thought
that in the long term it wouldn't even be good for X12, that it might
actually reduce revenues instead of increase them. We were outvoted.
I'm curious, if you don't mind: How many of you on this list routinely
purchase the latest version of the X12 standard every year. For those
who do, will this pricing model cause you to change your purchasing?
