Yes, always.  Especially when it comes to 'non-profit' organizations.

The key players who benefit the most can contribute money and/or staff.

Volunteers can contribute their time and expertise. (they are already doing so, 
correct)?

The maintenance can be automated.  Meetings can be by teleconference.  

I'll do the distribution for free.  It's called an ftp server.  Google Drive, 
Dropbox, whatever...

As I mentioned before, all 501(c) organizations have to supply financial 
information on request.  I received the Form 990 from DISA for 2002 and 2004.

In 2002 they spent $457,030 in 'Occupancy'.  That's $38,000 per month and 
almost 25% of all revenues.  Rent?

They moved shortly after and in 2004 cut the occupancy expense to $132,283.
That's only $11,023 per month.

Be informed, write to DISA.org and ask for a copy of their Form 990.
