OvmfPkg: remove MemDebugLogPei from APRIORI
Remove MemDebugLogPei module from APRIORI and move it on top of the
modules to be dispatched. Remove useless check on `DEBUG_TO_MEM` as well.
No functional changes intended.

OvmfPkg/AmdSev: use MemDebugLogPeiCoreLib for PEIMs
Switch PEIMs from MemDebugLogPeiLib to MemDebugLogPeiCoreLib, except for
the MemDebugLog and PlatformPei PEIMs which need the MemDebugLogPages()
function.
Apply the same MemDebugLogPeiCoreLib switch from commit 27143a8233 to the AmdSev
platform.
