Can the EDKII build tools support generating a combination DXE and SMM driver
of type EFI_FV_FILETYPE_COMBINED_SMM_DXE like the PI 1.2.1 specification
suggests?

If this is true, what are other developers doing when they have two pieces of
code that are closely related that would have been developed as a single driver
in EDK? Two separate drivers? Or am I missing something?
