But in ResetVectorVtf0.asm, this position's content is "jmp
EarlyApInitReal16".

So, my question is:
1. Who will send local apic startup IPI? BSP Processor?
And if sent local apic startup ipi to wake up a application processor, it
will fetch code on 0xFFFF FFE0 automatically?
