I came across a presentation :

presentation calls out that the UEFI option ROM will only be executed for
devices in the boot path. What does that mean? Also, that the OS Driver
cannot assume the UEFI OpROM has been executed. Again, can some one
elaborate on this.
I have a PCIe card with an option ROM on it. I was able to flash a simple
efi driver onto it that just prints a message out. I see the option ROM
code always executing prior to the OS loading.
