Write into dec file something like
[BuildOptions]
  MSFT:*_*_*_CC_FLAGS = /FAsc /FR$(@R).SBR -DMDEPKG_NDEBUG
  XCODE:*_*_*_CC_FLAGS = -DMDEPKG_NDEBUG
  GCC:*_*_*_CC_FLAGS = -DMDEPKG_NDEBUG
