And then of course the LegacyBios code will *unload* the native GOP and
force a switch to the BiosVideoDxe, if it's going to do a legacy boot.

But there seems to be no advantage to the QemuVideoDxe over the
QemuVideoDxe. There's no accelerated blit or anything like that; it's
just a linear framebuffer. So it makes sense just to use BiosVideoDxe
all the time when there's a CSM present.
