My coding standards police have found that the EDKII Coding Standards document 
has VOLATILE defined under "Table 6. Modifiers for Common EFI Data Types", and 
that  VOLATILE is not defined in any EDKII native header file.  Is there a 
reason it was left out, or just an oversight?

It does happen to be defined in 
EdkCompatibilityPkg/Foundation/Efi/Include/EfiTypes.h.
