That's not good.  Typically have listeners on that event to lock flash &
other 'batten down the hatches' work.  We're not setting a good example of
reference architectures w/ this omission. I'll follow-up on the
Intel-managed platforms that exhibit this gap to have accommodation.

That is what is confusing me. We have NT32, Emulator Package, OVFM, and a
bunch of ARM platforms and I don't see any code trying to signal this event?
