Well I can kind of see it both ways. But what if a platform needs to perform
certain actions prior to this event firing. It could be accomplished with
Depex, I guess, but that is not standardized either.
I guess it could be done in the DXE Core with a PCD feature flag to turn it off
in case the platform wants to handle it in the BDS. If the feature flag
defaulted to true then that would “fix” that platforms that are not doing it
yet.
I seem to remember there were some vendor designed protocols with a similar
task and they were triggered a little later. Changing the location could break
code.
