Nikolai's patch made me realize there's room for different kinds of
improvements in CoreStall().
The 1st patch adds a comment to the 2nd (non-iterating) branch in
CoreStall(), while the 2nd patch improves the accuracy of the 1st
(iterating) branch in CoreStall().
(Dear MdeModulePkg maintainers: in case the patches are deemed good,
please just respond with your Reviewed-by's; I can now push the patches
myself and take care of the commit messages.)
