Fix build failures when DDK3790, VS2003, or VS2005 tool chains are used. Microsoft tool chains DDK3790, VS2003, and VS2005 generate warning C4244 (integer truncation during implicit type conversion) in cases where newer Microsoft tool chains recognize that no integer truncation occurs. Disable this warning for the older Microsoft tool chains so that they can compile code that is warning free with newer Microsoft tool chains.
