Currently I could see SMBIOS 3.0 spec is in working progress at http://www.dmtf.org/standards/smbios. EDK2 BIOS would add it support after the spec is finalized and published formally.

However, the UEFI spec 2.4B does not mention SMBIOS 3.0 at all, nor does the Tianocore source code.
