The EFI_RESOURCE_ATTRIBUTE_TESTED is a PI concept, not a UEFI concept. It is 
not passed up to the OS. The DXE core will pass up untested and tested memory 
to the OS in the memory map, as it is just memory to UEFI.

The DXE Core will only allocate from tested memory, but if the DXE Core runs 
out of tested memory it will fallback and try to use untested memory (as this 
is better than crashing). 

The resource descriptor HOBs that initialized the DXE Core’s view of memory are 
how this info is passed into the DXE Core.

You would need to use ACPI tables to describe the locality of the memory to the 
OS.
