This patch is *very* necessary, otherwise my 2-VCPU windows server 2008
r2 guest simply doesn't boot -- it resets at some point during boot.

Pushed with the above tags (including Jeff Fan's R-b in a separate
followup) as SVN r16397. (Obviously I only took the liberty to push it
because Jeff, the UefiCpuPkg maintainer, had given his R-b.)
