Assuming "MdeModulePkg/Bus/Pci/XhciDxe" is the USB 3.0 driver in edk2: OVMF doesn't include it. So no, unless you add it manually, you won't get USB 3.0 support in OVMF. Still, that doesn't explain the hang (or busy loop) that you're seeing with -device nec-usb-xhci. If you can debug it, that's welcome.
