It checks the upstream repo once per hour, and if there are changes it
kicks a build.  So usually you have fresh builds two hours after
upstream checkin.  There are exceptions though (jenkins being busy with
other builds, build machine being down for some reason, patch conflicts
which need manual invention, ...).
