We will use VS2013 compiler instead of VS2008 to compile BaseTools C tools to
the binary EXE, and update them to
https://svn.code.sf.net/p/edk2-toolbinaries/code/trunk/Win32. This will start
on the early of next month.
After this change, new binary BaseTools will not work in the old windows OS
(XP and Server 2003). This is a known issue in VS2013 compiler. In fact, these
two old OS are not officially supported. If you still work on old windows OS,
you can use VS2008 to compile BaseTools source to the binary tools.
