I think edk2-devel is for developer discussion, and that should
include patch review.

I know that other projects I've worked on usually keep patch review
and general developer discussions on the same list.

Most posts to edk2-devel were already patches. (It is just that they
often weren't coming from Intel. :) So, I think moving patches will
leave edk2-devel with too small of traffic, and maybe not worth
checking often.

You might be able to use the PATCH subject keyword for filters or
email tagging.

I think another good idea is that everyone sending patchsets should
use git send-email to send patches since all patches in a patchset
will all appear as one thread and are then less overwhelming. (Note: I
don't think Outlook groups emails together as threads by default.)
