I take it that by "frequency" you mean "relative frequency" aka
"proportion" of "per cent"?
Surely this depends on the purpose(s) for which one is (a) categorizing
and (b) counting the widgets in the first place. Why would one limit
oneself a priori to addressing the problem at hand from the perspective
only of persons, or (on the other hand) only of statements?
