If it's a draw, one *MIGHT* argue that it doesn't matter who wins,
so it might as well be by coin flip, hand of poker, road race, or
ambiguous voting slips,  It would be nice if the "random device"
were candidate neutral.

The best solution would be to follow the protocol as best we can,
and when we've done the best we can, that's the answer.  I
understand the Supreme Court of Florida has been asked to make a
final decision on what the protocol specifies.

FWIW, I'm not convinced this one's a draw.  Ask me after the
absentee votes are counted.
