The price of ECHIP is intended to discourage its
use as "just a computer program," which is quite
frankly a dangerous practice. 

The problem that ECHIP deals with is the
preparation of an engineer or scientist to treat
real experimental problems, which can only come
with a modest understanding of the principles of
experimentation. As such, ECHIP teaches a course,
and provides materials at cost to companies to
train their own experimenters. The idea that has
proved very successful during the past 20 years,
is to put some of the difficult things, such as
calculations and specialized statistical
decisions, into a computer program and then to
train an experimenter in its us as an engineering
tool. Anyone who has gone through such a course is
provided with a copy of the program at modest
cost. You would, I think, be surprised at the
large number of products in everyday use that have
benefited from, as they say, "being ECHIPed." 

If you are knowledgeable in statistics and
experimental design, you will no doubt find other
tools that you like better, but most engineers and
scientists are not in this position.
