The difference is not unlike that between Physics and Mathematical
Physics.  One is a science, which is judged by its contact with
reality via experimental data and predictions.  The other is a
branch of mathematics (which is a humanities, not a science)
concerned with proving theorems that may be used to "justify" various
methods/algorithms or suggest new ones.  In both mathematical physics and
mathematical statistics, there also exists a lot of work that has no
obvious value to practical scientific concerns.  This is because
in mathematics, contact with reality is optional.  However, like in
art, literature, and other humanities, the best works are those that
do relate to reality in some way.
