 No, but the attainment of a doctorate does pre-require that
the applicant exhibit a certain level of intelligence. 

 Combine his offering services to English speakers whilst
demonstrating his own inability to construct basic sentences
in that language with his referral of potential customers
(victims?) to their choice of two different dodgy and
free web hosting sites and one is left with the distinct
impression that this bozo is neither competent nor
legitimate.
