The US Navy generated a series of tutorial documents that covered 
quality control.  The Navy program TQL (Total Quality Leadership) no 
longer has its own web site.  These public domain documents are 
available at other web sites, such as http://www.balancedscorecard.org/. 
  Since it is of interest to you, I suggest looking at the pdf file 
http://www.balancedscorecard.org/files/control.pdf.

You probably should also post your request with the newsgroup
