Curious.  The server is a web server, but, in my experience, delivers plain
text as plain text (at least that is what I see) through browsers and (for
me) FTP.

  My students have no problems accessing them using Netscape or Internet
Explorer.  With IE they simply right click on the link, select "Save target
as," and point to the directory where they want the file deposited.

I tried accessing some of these files. The text at the top of the
cited page says they are plain text, but your server wants to send
them as octet-streams.
