Having that package installed ensures that all components of the ubuntu desktop are installed. Particularly in the case of a major upgrade, it's no harm to have it installed. If it has been removed and you're doing a release upgrade in future, you might want to install that package immediately before the upgrade. Once you're finished the upgrade you could just remove network manager again.
